The role out of VoIP and other IP-Based services will require fundamental changes to service providers approach to mediation. In the circuit switched world, mediation systems are used to collect network usage data post events, e.g. after the subscribers network experience was finished.
As service providers roll out new IP Based services, their business model will resemble a retail environment requiring real-time, point of sale functionality. The customer doesnt see the product if its not in the inventory (e.g. is the IP bandwidth available and can QoS be guaranteed) and the customer doesnt leave the store with the goods (e.g. the IP service) until it has been established how they will pay, and, more importantly, whether they are willing to pay the service price.
To support this service environment, a new breed of Active Mediation Systems are required to support two-way communication with IP network elements. Here the mediation system must authorize, authenticate and respond to request emitting from an increasing number of intelligent IP elements in the network, such as probes or intelligence gateways; in real time.
