The DoJ on May 15, 2007 filed with the FCC for an expedited rulemaking on packet data services. Specifically the DoJ wants telecom service providers to build into their networks the capabilities to deliver to law enforcement packet activity data, time stamp information, precise wireless target location and secure/reliable data handoff. The FCC followed by issuing a public notice on this request on May 25, 2007 and initial service provider comments have been filed.
This timely live webinar with audience participation will review the DOJ new CALEA Punch List request, initial industry responses and what telecom service providers should be considering regarding complying with these new CALEA requirements if required.
Agenda:
The DOJ Filing: Background, why the DoJ focused on wireless CDMA carriers, whats the J-STD-025-B issues, why the petition impacts all IP services not just wireless and what is the DOJs requested compliance deadline?
Industry Comments Overview Who filed comments on the DOJ Petition, who opposed and which Tier One Telecom said that they could implement almost all the DOJ's Requirements with a year or sooner? Overview session followed by a summary of DOJ requirements and opposing arguments.
Packet Activity Reporting: Why does Law Enforcement want targets source and destination IP addresses, port numbers and transport layer protocols identified, what are the technical compliance challenges and what were the strongest and weakest rejection arguments submitted. Audience polling question #1: on a scale from 1 to 10, how challenging will it be to meet this requirement?
Timing Information: Why does Law Enforcement need time stamping of Call Identifying Information (CII), what delivery times are assumed and with what accuracy? What are the technical compliance challenges and what were the strongest and weakest rejection arguments submitted .Audience polling question #2: on a scale from 1 to 10, how challenging will it be to meet this requirement?
Location Information: What does Law Enforcement want from wireless service providers regarding location service reporting ( e.g. frequency, start/end point, ect.) What are the challenges in supporting this compliance reporting requirement and what were the strongest and weakest rejection arguments submitted. Audience polling question #3: on a scale from 1 to 10 how challenging will it be meeting this compliance request?
Security, Performance and Reliability Capabilities: Why is the current J-STD not sufficient to address IP services. What is needed to reliably support packet stream delivery to LEAs What performance and reliability metrics are required, what are the solutions proposed and what were the strongest and weakest rejection arguments submitted Audience polling question #4: how challenging will this technical compliance requirement be from a scale of 1 to 10?
Panel Discussion: What s the panels views on the four polling question responses. Generally agree/disagree. What are their views on privacy concerns and complications? Cost and impact on new IP service development What is the FCC likely to do ( make a declaration, issue a NPR, ect) and when? Audience questions and comments
